The Court is to investigate whether the sickness suffered was due to insanitary conditions, insufficient attendance, deficiency of medical comfort, etc., or whether such suffering was the consequence of unforeseen circumstances or mismanagement.
The proportion of sickness in different units, ports, and barracks is to be examined.
The opinion of the Court on these matters is required.
